Kansas Association of Scholars' Bowl
Coaches ConstitutionArticle I: Name and Purpose
Section 1. The name of this organization shall be the Kansas Association of Scholars' Bowl Coaches.
Section 2. The purpose of this association shall be to
a. promote, assist, and improve the activities of scholars' bowl competition in Kansas;
b. have a representative body to provide support and encouragement for scholars' bowl coaches; and
c. communicate and cooperate with the Kansas State High School Activities Association.Article II: Membership
Section 1. Membership in this association shall be open to all Kansas scholars' bowl coaches.
Section 2. Membership in good standing shall be based on payment of dues.
Section 3. Retired/Past Scholars' Bowl Coaches may stay active with the association by paying a membership fee established by the executive board.Article III: Dues
Section1. The annual dues for each member of the association shall be set by the executive board and shall be payable to the KASBC.
Article IV: Executive Officers
Section 1. The executive officers of this association shall consist of a president, vice-president, secretary, treasurer, KSHSAA board of directors representative.Section 2. Terms of Officers
A. Officers shall serve a two year term and are eligible for re-election to the successive term. Terms shall be staggered with the president and vice-president to be elected at the same time, and the secretary and treasurer elected the following year.B. Terms of officers shall begin August 1.
Section 3. Officers will be elected by mail-in ballots in the spring by an all-member vote, and each office will be filled by the person receiving the most votes cast.
Section 4. Duties of the executive board:
A. President:
1. Prepare an agenda and preside over all KASBC meetings.
2. Implement KASBC policies as approved by the board.
3. Serve as a voting member on all KASBC committees or appoint a designee to do so.
4. Recommend members for office positions, advisory board or committees.
5. Coordinate the work of the KASBC.B. Vice President:
1. Assume temporarily the responsibilities and duties of the President in the absence or disability of the president
2. Assume the office of the president upon the death, resignation, or impeachment of the president
3. Serve as a voting member of the KASBC.
4. Perform such duties as directed by the president.C. Secretary:
1. Maintain and prepare all records, minutes, and correspondence of the KASBC and distribute promptly.
2. Serve as voting member of the KASBC.
3. Perform such duties as directed by the KASBC presidentD. Treasurer:
1. Receive, disburse, and oversee all KASBC funds and be responsible for their safekeeping and accounting.
2. Submit financial reports at all KASBC meetings and a yearly summary to be posted in the newsletter or via the web site.
3. Arrange to have the accounts audited prior to August 1 every two years and report the results to the executive board.
4. Serve as a voting member of the KASBC and perform such duties as directed by the president
E. KSHSAA Board of Directors Representative:
1. Attend KSHSAA Board of Directors meetings.
2. Communicate with KASBC about these meetings.
3. Serve as a voting member of the KASBC and perform such duties as directed by the president.Section 5. In the event that an officer can not complete his/her term, a person shall be appointed by the executive board to complete the unexpired term. The exception shall be the office of the president whose vacancy shall be filled by the vice-president.
Article V: Advisory Board
Section 1. The Advisory Board shall consist of the immediate past president and six representatives (one from each KSHSAA class division).
Section 2. Each class representative
1. Will be appointed for a two-year term, to coincide with the terms of the president and vice-president;
2. Representatives may serve more than one term;
3. Duties of the representatives are to attend board meetings and to communicate with association members within their class division.Article VI: Meetings
Section 1. Executive Officers and Advisory Board members will meet three times annually and a fourth time if deemed necessary by the president. All meetings will be posted on the web site for members to attend if they so choose.
Section 2. Yearly coaches clinics will be held at at least two sites across the state and eventually to be replaced by rules meetings conducted by the KSHSAA mandatory for all scholars' bowl coaches.
Article VII: Amendments
Section 1. The constitution of this association may be amended by a majority vote of the executive officers and advisory board in attendance at a regular meeting; provided that a notice of a proposed amendment has been sent at least two weeks before the meeting at which it is to be voted upon.
